What is a two-generational approach?*
Two-generation approaches provide opportunities for and meet the needs of vulnerable children and their parents together. They build education, economic supports, social capital, and health and well-being to create a legacy of economic security that passes from one generation to the next.
Fragmented approaches that address the needs of children and their parents separately leave either the child or parent behind. Two-generation approaches – in programs, policy, and research – put the entire family on a path to permanent economic security. Learn more about this approach here.

Two-Gen Advisory Council
CWCS staffs the 2Gen Advisory Council. This Council, designated by Connecticut Public Act No. 18-19, brings together selected community and state leaders, advocates, and scholars to develop two-generational solutions to sustainably breaking intergenerational cycles of poverty.
The State of Connecticut was the first state to adopt comprehensive two-generational legislation that links early learning, adult education, housing, job training, transportation, financial literacy and other related support services. The goal of two-generational policy is family economic self-sufficiency.
Connecticut’s two-generational legislation creates a framework to a) center families in the policy-making process b) dissolve agency silos c) streamline service delivery and d) bolster educational and workforce readiness. The 2Gen Advisory Council’s work entails oversight, evaluation, policy direction, site coordination and the pooling of networks and resources to maximize the two-generational policy opportunities before us.
